The result: nobody actually perceives faster during a scary event. What happens is they lay down far more memory, so on read-out — the crumpling hood, the rearview mirror falling off, the expression on the other driver's face — it seems like much more time passed. That produced the general principle. Most of life is not remembered at all, because the job of memory is to write down stuff that matters, that's emotionally salient or informationally relevant. When you estimate how long it has been since some event, you do it by drawing on the footage you have. So if you're laying down richer memories, you won't necessarily live longer, but you will make it seem as though you've lived longer. The everyday proof is the exciting weekend that makes Friday feel forever ago versus the ordinary weekend that makes it feel like yesterday, and the childhood summer that lasted forever versus the adult summer that ends before you noticed it.
